No he can not file for her. She and her son are outside of the USA right now. She has posted this topic 3 times now I guess hoping for different answers.

I have looked I can not find a thread that she states her son is not in the USA, I can only find one that says he has an american passport.

You might have clicked on the wrong thread because she literally has 3 threads open with the same title.

If I gave birth to a boy inside the US can I get a Green Card or USC ..we are bkth iutside the US

 

this to me is merely trying to ask what she later did in this post she gave birth to her son in 1977, to which is now holds an american passport, and she wants to know what visa she can get, my quess is she stayed here, or maybe isn't here and wants to now know how to come in or how to stay here legally.

We already got that part but it also states that they are BOTH OUTSIDE THE COUNTRY right now.

We already got that in one of her 3 threads open right now. But likely he has the passport and spent next to little time here in the USA. So he would need to reestablish his residence here inorder to file for her.

however if he holds an american passport he just needs to come into the USA set up domicile and apply right?

your son must get back into the usa and have a domicle in order to file I-130 for you to get into USA, if he is living outside the USA he almost must meet the guidelines of AOS to be able to support you coming in or have a Co-Sponsor. first in for most he must get back to USA before he can file for you to come over. and then it is a 12-14 month process.
