You would have your new 10 year GC to hand in for citizenship.  If your ROC isn't complete by the time they are ready to do your N-400, they will still approve the ROC first, and either you hand that in or they don't issue a new physical one.

You are absolutely right,

 

they took my extension letter, but in my case, because I got my greencard base on a k1 visa, I got 2 years greencard and then a 10 years gc after ROC. The one I gave away on my oath ceremony, was my 7 months fresh 10 years green card as I applied for my citizenship 3 months after getting my roc approved. 

 

I still have my expired 2 years green card as a souvenir I guess! I also have my very very experied EAD
