But thank god the lady was very nice and transferred me to a tier 2 and voila! She said we were approved a week ago and case was sent to nvc. We’re so excited!! What’s next?

Wait till you get the hard copy approved NOA2 in your mail. And also wait for your case to be transferred to NVC.

What civil documents were asked to upload?

My wife's birth certificate, court records, police records, passport photo, marriage certificate and biographical page of passport. 

 

And I had to send a letter from my employer and tax transcript from 2018 . I also added 6 paystubs just in case.

Timeline

Called NVC today to check on my case and it says due to high call volume to call back at another time and wouldnt connect me to an agent. Has anyone else had this issue this week? Is it truly just too busy or the has the govt issue shut down the nvc too?

yeah! I had that problem.  I just tried back an hour later and then was on hold an hour lol

I called them at 0900 EST and after 46 minutes of long wait i talk to a representative

If you read it states that the Government shut down will not affect the processing of our applications.

My attorney advised me the same.

I disagree as my every 2 week email notification (that my case has not been touched since September 20, 2018) have stopped.

 

I feel the government shutdown has affected our processes.  I am very hopeless as my case is one that have gone over the normal processing time.  01/12/2019 will be 1 year in the dark.     The only thing I am told is the delay is the country they request all the criminal background reports from.   My husband has no criminal background, so I think his chart is just sitting on a desk collecting dust because they really don't care. 

 

They say that the next phase, once he is approved runs 5 - 7 months.  However, I have read terrible stories out of Palestine where even in 2 years spouse not approved, and the spouse gave up because if it is not one thing, there was another.  

 

Still hanging on in great depression and sadness.

Hey sorry there; have you sought help from a senator's office? Fill out your timeline if you can.

I have not, as my attorney states I have to be patient.

I find it hard to be patient when I have watched all the January, February and now March filers be approved and many landed in the USA.

My attorney seemed very nice but he is very short with me in our correspondence.

I guess I will call the senator or write???

You should visit your senators' websites and find out from there on how to request USCIS help. You may also call their offices for instructions on how to proceed. Your senators will be able to get you some answers from USCIS as to why your petition is taking very long.

Yeah it's very easy actually.  The Senator's office will have you fill out a privacy agreement and they'll inquire about your case. I recommend it.
