He needs to go to the county courthouse where the divorce took place.And get a copy of divorce decree with raised seal.

If he walks in courthouse he can probably have it in 10 minutes. 

Im sure some states maybe a little different.  Here in Pennsylvania was only 10 minutes in hand. 

Just have them call and ask.

My fiance was divorced in China. The white book we are provided does not get any judges signature and immigration should know this. But because there are apparently a lot of new officers, they dont know all the info yet. So I typed up a letter stating this and had my chinese fiance sign a sworn statement that she is legally single and we included a signed Discoverture Statement that she had.

Still waiting on word after they received the rfe on March 19th.

Same thing happened to me to. Received Rfe March 27, approved March 30. I just saw it. Thank you to everyone in the forum. I have been checking in silence for a while. For those remaining, do not despair. Easter will bring rains of approval for all months. Once again thanks! Was forgetting, @Naes never let people opinions stop you from doing what is good; keep it up. I don't know you but I wish you the best in life. Keep it up!
