Refused often refers to Administrative Processing which means its not really refused. You need to submit new joint sponsor and it will change to issued after they complete your visa processing.

The status shows refused because they did not issued yr visa at that time. When u submit the required documents hopefully they will issued yr visa.. AP is worst then refused because it can take upto unlimited time in some cases months to years

Is my husband require to fill i864 again or just new joint sponsor i864 would be enough

He already did one so he needs a new joint sponsor and the joint sponsor has to fill out the affidavit of support.

Refused is the current status of the result of your visa interview. If it was administrative processing that would mean they are still working on things.They can't move forward with your case because you are missing some requirements. So until you satisfy the requirements, your case is not going to be worked on.

You will need to find a new joint sponsor and have them fill out the required documents and supporting evidence.
