Yes, you will need to pay again.  Fees are always mandatory unless you qualify for a fee waiver.

Whether you have to do biometrics again, the answer is most likely yes.  I have not heard any N-400 case receiving a biometric waiver.  Considering however, I have not heard any I-751 case receive biometric waiver until 2018 either.  A large number of CSC filers did get a biometric waiver (yet fees must be paid).

There have a been a lot of movement for CSC filers, anywhere ranging from October 2017 to February 2018 filing dates.  They are so random.

I have only seen one post by a Liberian national filing with VSC with a receipt number EAC18071XXXXX (filed in January 2018) has received an approval on January 22, 2019.

Most approval activities are posted by CSC filers.

Is there an app to see mass status changes?

Cougarfalcon83 - this is the app I am using.  It is not the perfect app, but here is how the case numbers are coded:

WAC for California Service Center filers

EAC for Vermont Service Center filers

18-DDD-5XXXX

18-DDD-0XXXX

My case number is EAC18-122-5XXXX

122 is the “working day” of the fiscal year counting October 1 as 001 and go on.  So for March filers that is in the range of 110-130, I think.

The last five digits are case number, which is NOT exclusive to I-751.  If you run the case number using the app you will see that yourself.  A case number is assigned as cases are entered to the system.

Now the mystery is how it gets 5XXXX OR 0XXXX.  Someday case number begins with 00001 and someday it begins with 50001 and someday it has both.  I tried to Google it and it appears to be the system USCIS uses to enter the data.

Who knows.

I will be eligible for N400 next week, however, I moved from Massachusetts to North Carolina a week ago.  Do I need to wait for 3 months before I apply for N400 to comply with General Eligibility Requirement #3 "3. You have lived within the state or USCIS district where you claim residence for at least 3 months prior to filing;" ?

BR751 - Yes.  As a green card holder (for now), you are also supposed to file an address change within 10 days of moving to a new address.  Assuming that you file a change of address with USCIS, they will then have a record as to when you move and you would have to wait three months from that date before you can file for N-400.

Your other option is to file while you are still in Massachusetts.  Once your N-400 case is pending, then you can file and address change.  That way, the 3-month rule does not apply to your new address because you file based on your address in MA.  By the time they call you for an interview in North Carolina (and really anywhere in the US), you will have been there well over 3 months.  You can check the processing time online.  Boston, MA office is among the fastest one (based on what is posted) with N-400 processing time (currently 6.5 months, up from 5.5. months posted last month).  I live in Boston, MA too, but I won't be eligible until March 2019 to file.

Look at the processing time for almost every single Form increases since the current Administration took the office on January 2017.

Does it make any sense that the fees keep going up and the processing times also keep going up?  Supposedly, the increased fees are supposed to be used to reduce the backlog through increased staffing and processing technology.  The sharp rise in processing times do not align with the flow of immigrants.

Hello Guys,

Does any of I-751 March 2018 fillers here are planning or going to apply for N-400 even if the I-751 is still processing but eligible to apply for N-400? and Which is better? Applying online or by mail?

Thanks!
