They did once upon a time...then they changed the time frame from 2 to 8 weeks...so all the cases that were “sent” were no longer eligible for supervisor reviews...now, since 8 weeks is up...and it can go to supervisor.

Aren't they suppose to send the case to supervisor within 8 weeks so we can get case # by the end of 8th week?

Odd sequence of events this week. Case complete, then receive "checklist" asking us to send a document that we already sent (but that isn't actually required according to the reciprocity schedule), then call and told that case is complete and not to send the documents listed in the letter. Timeline below.

March 1 - Scan date

March 26 - I check CEAC status and it still says "Action Required: Please submit your documents"

March 27 - I check CEAC status and it now says "AT NVC" and the AOS line is missing from the case status page. I call the NVC and am told that the case was "just completed today" and that we are now in line for interview. Happy days.

March 27 (about 12 hours later) - I receive a four page letter from the NVC entitled "Checklist" seeking information regarding:  "F. FINANCIAL EVIDENCE" and "10. COLOMBIA POLICE CERTIFICATE". Under the "F. FINANCIAL EVIDENCE" header the letter says that petitioner's 2016 W-2 is missing (it was definitely included when we sent the package), but says that there is no need to send it, but to bring it to interview (i.e. the usual "assessment letter"). Under the "10. COLOMBIA POLICE CERTIFICATE" header, the letter says that "please send us a police certificate so we can continue to process your case." Again, we definitely included the police certificate (and translation) in the packet. In any event, I then double check the country requirements for Colombia, and the "nvc.stage.gov/find" page says specifically not to send in a Colombian police cert to the NVC, but to bring it to interview (as its available online).

March 28 - I call the NVC to ask why we received the "checklist" letter, when I'd been told the case was complete,  and the agent says that the case is complete, and not to send anything else to them or else the case will be "reopened". She says to just bring the W-2 and police certificate to the interview.

Anyone else experience this scenario?

Yes, I got a similar email today after Case Complete yesterday. it asks to bring W2 forms related to 2016 tax returns at the time of interview.

Just an update:

I got my embassy change request approved yesterday (sent the e-mail on March 15) NVC is taking exactly 14 days to respond to emails (I sent another one on March 14 n they responded on March 28).

I am a non-pivot case now (1 Agent said it is still Pivot n she didnt know what she was talking about). I called a second time to confirm if it was still pivot as multiple agents had said Mumbai is not Pivot and got through to an agent I had spoken to before who was very helpful the previous time and she remembered me too. She said it looks like it is pivot and I thanked her and hung up and a half hour later she CALLED ME BACK from the nvc!!! God Bless her heart!! She called me back to tell me not to upload anything and to mail everything in. Faith in humanity and NVC restored! If any of you get through to the agent named Leah/Leya tell her she's the best! :D

Hey everyone, while we kind of stayed calm and relaxed between NOA1 and NOA2, this NVC stage takes soo much longer than expected ...

I know we had a spreadsheet which I can't find anymore - but are there any pivot cases approved between 02/20 and 02/25/2018 here?

This is ridiculous and I just don't know what to do.

Yesterday was exactly 8 weeks from when NVC received our case. I called this morning and the rep tells me that it is just taking them very long to enter all of the cases in... so 8 weeks is not even cutting it any more. She routed my case to a supervisor again and told me that it can take up to 6 weeks for the supervisor to review. In the meantime, a case number may or may not get assigned. She has no idea what date they are working on right now.

I am just so upset. This part was not supposed to take this long :(  So over 8 weeks now and still no case number. I better get it within the next week.

That is called false checklist. No need to send anything. Ur case is complete per the NVC and just wait for your interview letter.

I called you today, they gave me the # invoice, which number is this she said to wait for the letter with a case number. Help me please

You need both case number & invoice number in order to start the NVC process. They gave me my invoice number early on...but I waited several weeks later for the case number. For some reason they are really backed up & it's taking a while to get the case number. Keep calling until you talk to someone that can give you an idea of how many more weeks you have to wait.
