After getting out of Chicago USCIS office, I called up the helpline. The lady on the phone took my case number and told me that the original NOA never used to work as that for an internal database and that they are updating the systems and the message is kind of a placeholder.

Sounds plausible

Given all the different responses people have had from USCIS;  I think it's safe to say they don't definitively know an answer either.

Curious to see the status of everything after the maintenance tonight though - I've been wondering if maybe there has been a policy shift in how I-751 is processed (through the local office etc.)  As I'm more cynical, I'm expecting that this is just a glitch.

Either way, my expected time frame for waiting through CSC hasn't changed - if I get approved earlier than the current processing time then that's a bonus.

11/07/2017 - Mailed I-751 to CSC

11/13/2017 - I-751 delivered to CSC

11/13/2017 - NOA1 Date

11/17/2017 - Received NOA Letter

11/17/2017 - Date of Biometrics Letter

11/24/2017 - Biometrics Letter received

12/08/2017 - Biometrics Appointment Date

08/16/2018 - 18 month extension letter received (dated 08/11/2018)

02/12/2019 - New Card is being Produced

02/22/2019 - 10 Year Green Card received

Someone posted in another forum:

..Also a quick update and its not a good news but I called USCIS just now to check my case status. The representative said that there was a glitch in the systems and the statuses of hundreds of cases all across said transferred to local offices but it is not the case as the cases are still being processed in VSC. Right now they are working through Jan23 2017 cases. So a bummer!

It is certainly an emotional roller coaster, but everyone should just relax and wait a few days for the dust to settle.  USCIS has never provided consistent answers unless there is/are official announcement so its useless to call or visit the office right now.

There's been a small amount of people being told it's a legitimate update compared to how many have been told it's just a system error. Wouldn't the

local offices of all people know for sure whether or not they'd had a boatload of files mailed to them?

I was hopeful at first and thought the people saying it's a glitch were just cynical, but it's seeming pretty obvious now..

Hello Everyone,  I am from CSC September 2016 Group,  Been 17 months now, Case transferred to Local Office, losing my patience but still intact because losing it won't help :D either.  By the way, Transferred, what does it mean really? and How much time does it take to get approved? RFE? Questionable applicants?

It actually might not be a glitch after all this has happened before. On this thread from 2013 there was transfers to local offices and soon after approvals.

http://www.visajourney.com/forums/topic/449723-cri89-transferred-to-local-field-office-from-vsc/?page=16

It was transfer from one cervice center to another. Usics does transfers like this and post announcement when it's happens. I was not able to find ANY record of mass transfers to local offices as it's a totally different procedure, only certain cases in a regular basis and for a specific reason related to the case, but nothing major.

So glitch theory is still the strongest.

It's not proven until USCIS states it that it was by mistake.

I do not agree. Usics never stated "fee were waived" mass glitch was a glitch yet it's indeed a glitch and that's like 10000% fact.

Does a USCIS reviewing officer open and look at the physical contents of a package, or are contents scanned to be reviewed on a screen?

If something is in fact scanned, then a file/case# can be assigned to a particular local office, and no boatloads of files need to be mailed.

I remember reading somewhere when we were preparing the packet that they prefer it not be stapled together because there is a group of people that receives and scans everything

Guys, this is Homeland security that gets millions of calls.

Its not that they dont know, its the higher ups who either tell them to say wrong things or actually dont give anyone the info.

You almosy never get the same answer twice with USCIS, its just too much of a national security risk for them to explain exactly whats happening with immigration.

Imagine wrong doers realize files are being trasnfered by the masses and they start sending fake/incomplete/denied files to Local offices. Green cards might end up in the wrong hands.

I would not rely on calls or anything. If you want real answers congressional inquiries are the way, otherwise its a waiting game.

Transferred meaning another office has jurisdiction over your case.  But no worries.  99.95% chance your case is not transferred.  Hopefully yours hits a desk for approval soon!  CSC is certainly behind, but your time is close!

Here’s to Naturalization for all who qualify and desire!  See you in December 2018!
