Need Police Certificate in Lebanon Embassy Manila

Hello guys Im a new member here. 

I just need some a little advice and information getting Police Certificate in Lebanon as one of the required documents for Immigrant Visa processing. We have already our welcome letter and payed all the fees and about to send to NVC our documents for the next steps of the Petetion process. 

We only lucking one documents which is my Police certificate from the country I have lived or worked before and that is country Lebanon. Ive been working in Lebanon for 3years and now need a Police Certificate there.

I have already contacted the consulate here in Lebanon Embassy in Manila named Jenny and she told me all the requirements I need to request a Police Certificate only thing is she said it will take 3-6mos processing before I receive the Certificate but she will also give me a letter to proff the we request a Police certificate and under processing and just waiting it to recieved.. 

My husband wanted to send all the documents next month to the NVC and all we gotta do is insert the letter from Lebanon Embassy stating were requesting Police Certificate and just waiting it to received so we can go through the next steps...

Question : Is it ok to send all the documents need by NVC even though we luck one documents which is Police certificate???

And how many months would be NVC to review our documents and schedule my Interview in US embassy in Manila from the time we send all of our ducoments???

Im am worried that my Police certificate will not be on time before interview sets from embassy as the lady consultant in Lebanon embassy said that it takes 3-6mos..

If i dont have it yet diring interview i will just explain to the officer that were still waiting on it...

Does anyone have experienced during thier interview in Us embassy lucking Police certificate to show at the time of thier interview?? And what will happen if my police certificate is not around yet during interview and the only documents i dont have in my hand during that time???...
