i751 submission on time during the 90 days period

I am in very Odd situation. My residence permit expired on 05/09/2017 and I send my application  by filled my i751 application for remove condition on 03/13/2017. (which is In the 90 days period before the expiration of current residence permit. I received the receipt notice on 03/20/2017 and I done my biometric in April 2017. all this was done before my residence permit expired. Now in Feb 2018 I received a notice stating I have filled my application late and required to provide a good reason for late submission. In fact  I was not late at all. any suggestion or thoughts will be welcome.

You said biometrics was done before GC expiring date? you can send them a copy of the biometrics letter use during biometerics because I believe they stamped it before returning it to you and the stamp should have a date on it. Attach a letter to explain that and attach a copy of the letter you received

yes biometric done before the expiration of GC. I am intended to do the same as you suggested. Thank yuou, but real question is how could this be consider my application is late ? I am not able to understand that

The good news is that they are on top of your case, you will certainly get a decision once they get a response from you. Congrats!
