Just wanted to clarify one thing.  You keep writing 'license' and not 'certificate'.  USCIS needs the long form, large size, frame size 'certificate' (exact name of the document depends on the province in which you got married). 

 

I know that in Ontario, you need to obtain a marriage license before you to get married.  And then after marriage, you can apply to get the certificate which proves you are married.

We included a photo copy of the short form in our application (I say copy because you are able to file all documents with Montreal in electronic form), but brought both the long and short form with me for the interview.  The reason I did not include the long form was there is a file size restriction when sending images and the long form was too large.  I know that both did not photo copy very well because of the security measures implanted in the document so that they cannot be copied, so it **maybe** that they could not read the copy.    I would get a copy of the email/letter sent to your lawyer, as it might tell you more information.

Uhm never is your marriage LICENSE  needed, you need to send a copy of the marriage certificate.  These are two different documents.
