Would it be ok to file before we have a copy of the NSO/PSA marriage certificate? I know we will have it before the interview, however will they even process it with just the civil certificate? Thank you.

Greetings!

I would suggest to endorse it to PSA so you can have a copy of your Marriage Certificate printed on PSA paper before sending your application? This is an important document where your application is based on. There are many times that birth certificates with corrections or even without corrections and marriage certificates that are not yet endorsed or was not endorsed by the local registrar would still appear to be single as well as birth certificates appeared to be null as it was not endorsed to the main NSO before or currently to PSA.You may call PSA on how to endorse a document.

So just to make sure i understand. There is a differencr between PSA endorsed certificate and the PSA certificate that takes 3 months to receive?

Greetings!

I think that you have to go the Local Civil Registry Office and request for endorsement. They will guide you as to what other documents needed. It used to be very slow but PSA has already an electronic endorsement way to process request faster.

For example:  When one will request for Birth Certificate, if those were not forwarded by the local registry way before then you will be given a Negative result or No Record result. You will then take this Negative result certificate to the Local Civil Registry Office and informed them you needed to have your Birth Ceritifcate endorsed. The office wil guide you.

So, if you are newly married and you needed your certificate immediately and that your ceritifcate was not yet converted to a digital format and was not yet forwarded from the local registry to PSA then you might need to endorse ahead of time, just ask local registry right away, informed them that you needed a copy of marriage certificate printed on PSA security paper. The Philippine Statistics Authority started the electronic endorsement scheme to hasten the processing of civil registry documents submitted by registrar’s office or Shari’a Courts.

Electronic endorsement is a decentralized and online transmittal to PSA of birth, marriage and death certificates, which are not available in database and archives, and convert them to digital format so that an authentic copy can be issued to clients immediately.

Antonet B. Catubuan, Aklan provincial statistics officer, said the scheme expedites the processing of endorsed documents.

“In the past, endorsement procedure was quite slow because document was directly submitted to central office through postal mail or courier for conversion into electronic format,” Catubuan said.

Documents covered in electronic endorsement are newly-registered at the registrar’s office or Shari’a Courts (in case of Muslim), and those previously registered but without available record at PSA.

To avail, go to the LCRO or Muslim Court where the document was recorded and request the registrar to endorse in advance the copy of said document to PSA. If already submitted to PSA, the provincial office will endorse it.

Approval of endorsement takes less than a month. Once approved, the authentic copy can be requested at any Serbilis Center nationwide.

Hello,

I would suggest contacting PSA for clarification. In my opinion, if you have to wait for 3 months, then local registry already submitted those to PSA and does not need to be endorsed. I am trying to dig my papers if we even applied using only our civil documents. I will let you know.

I am pretty sure ours were endorsed long time ago. Anyways, This link that I found is an example of what I  mentioned but if you wanted to make sure call PSA directly.

Did you find your papers to see if you even filed using your civil documents? The issues I'm having is I will only  be there for the wedding and honeymoon, but then Ill have to return to the US. And I would want to file CR1 as soon as possible but I want to make sure I do it with all the required documents and correct versions of the documents (PSA vs Civil) etc. So we can bring my wife to the US without any delay longer than the average 6-8 months.

Greetings!

I asked my husband and he told me that he is sure that we have it expedited as he was afraid that it will cause more delay. I found copies of our Marriage Certificate printed on NSO Security papers. I think he is right because I remembered going to a local civil registry and asked for the endorsement and was asked to mail it directly to NSO Manila.

I hate to tell you this but average length of time right now is about 12 months for a CR1. Make sure you account for the possible lead time to being able to get married in the Philippines.

That's terrible news.... I thought It was still avg of 6 months... What do you mean possible lead time?

If you get married out in the provinces then a majority of time that municipality requires you to wait 10 days from submission to wedding.

OH, yes I’m aware of that. STill tryin to work the timeline to make sure we can accomplish everything. I’m scheduling the appt at the embassy to get the affidavit the same day my plane lands..

NSO has been replaced by PSA.  You can file with the local marriage certificate.  Until recently, you could send the PSA certificate to NVC at that stage.  Now, USCIS is sending RFE's for them, so expect that.
