Is the CFO a mandatory seminar for everyone or It's up to the embassy?

CFO is only a requirement for the Philippines. No other country has this requirement.

My fiance called USCIS today, and we got to the bottom of what's happened with our case... It DID reach NVC only 8 days after our NOA2, so when I called on 23rd February it actually *was* with NVC. They were going through their processes and were due to assign a case number. All my subsequent calls have said that they haven't received it, which confused me to no end. We found out today that USCIS did their classic incompetency, and didn't supply all the correct paperwork along with our case. So NVC had to send it back to USCIS and it's been sitting with them for the past week. My fiance was told today that USCIS should be sending it back to NVC today, and I really hope so. What a sodding travesty. We've wasted two weeks now because USCIS didn't do what they should have done with the money that we pay them to do... I'm just glad for the time being that we know what's actually happened. If your case seems delayed too, I recommend calling USCIS as well just to find out what the heck is going on! :(

An update to this ongoing farce... Yesterday we received a *second* NOA2 notice in the mail, this time with a date of 2nd March. No other information has been supplied alongside it, and our online case status still lists our original NOA2 of 13th February. If we hadn't contacted USCIS of our own accord to find out what's been going on, we'd have no idea what this is about! I'm still not 100% sure why we've received a second NOA2, other than USCIS needed to update our record again before sending back to NVC the second time. Because they screwed up something but don't bother to tell us anything about it. I presume they need to amend the NOA2 for NVC's records, and also allows us not to have wasted almost a month of our time period from the NOA2 date itself.

What an absolutely terrible system that pays no compassion to the people having to go through this unruly process.

While you are getting the medical out of the way don't forget CFO. Better do it now and get out of the way.

Yes. I will be doing it too. Thank you. I am doing your advice about getting everything done even my case doesn't say ready yet. Will be paying my visa tomorrow. And schedule the appointment after. This process is getting faster now huh? Excited and nervous at the same time.

By the way just want to ask, what if the status of our case still at NVC by the time of our interview day? Will they let us in or deny us since our case has not arrived the embassy yet.
