Am I banned from USA

In 2001 I had a tourist visa of 1 year, I studied in private high school with my tourist visa, then I went back home to apply for student visa before the first 6 months end. Back home my visa was canceled and I’ve been told by the immigration officer in the US consulate I will never go back to the United States again. By the way I was 17 years old. My question is can I apply for fiancée visa now?

Reasonably expect a mis rep nab, I 601 waiver which will make the process more expensive and longer, but then you are 17 so no great rush

She cancelled the visa and says “I don’t think you will get us visa again”

you Can not study over there on tourist visa this is a fraud and they caught you now God bless you

The answer depends on whether you overstayed and for how long.  Tourist visas only allow a stay of 6 months maximum.  How long did you stay?  When did you go home.  At most, you would have a ten year ban unless there is a notation of material misrepresentation in your passport.  Were some notes written next to your visa?  What were they exactly?
