Hello not sure if this is the right place to post this. My wife is from the Philippines and bringing her to America. Everything is done so I bought her plane ticket one way stop so I just realized that her point of entry is in Canada and her destination is Seattle. I thought her poe was there but apparently not. So she only has 1:50 in Canada and most likely not enough time. Can I buy her a  new ticket in Canada for Seattle or would that just be confusing. I don't want to refund the ticket and get half back. Thank you

Not entirely sure what you're asking here, because Canada is not a POE into the USA unless she is crossing the border there - ie: at one of the US>Canada crossings such as the land borders. Even if it's one of the airports which has pre-screening, it's just that - a pre-screen and NOT full POE process there - they all occur on USA soil by US CBP.

Whichever airport in Canada she will be arriving into will generally be considered an International connection. As long as she is a valid entrant into Canada (ie: their version of VWP or holding an appropriate Canadian visa) she will be fine and her destination airport in the USA will be treated as her initial POE.

Yes it is.  US has pre-clearance in Canadian airports.  They do everything from an immigration standpoint as they will not go to the international arrival facility once they land

U.S. Customs and Border Protection (CBP) air Preclearance operations is the strategic stationing of CBP law enforcement personnel overseas to inspect travelers prior to boarding U.S.-bound flights. Through Preclearance, CBP Officers conduct the same immigration, customs, and agriculture inspections of international air travelers typically performed upon arrival in the United States before departure from foreign airports.

If there is no checked in baggage can I just buy her a new ticket in Canada to Seattle?

Sure as long as it is in the same terminal and she can get to the flight without having to leave the transit security area

YMMV

You may find that the reservation  system sees two reservations for the same person on the same route, same day etc and cancels the first one completely.... talk to the airline... not worth saving a few hundred  dollars at this stage if the ompact is unknown... you may get a compassionate agent who offers to rebook on a later connection and reduces or waives the change fee.. or not.. but at least you will make an informed decision rather than an uninformed one.

I would look at an alternate airline, one that's not a partner airline. Agents have virtually no authority to give better fares any more.

You might have a fighting chance with the time allotted, depending on the day /time.  The POE process usually isn't time consuming.  But it's a gamble.

I was going to say, she probably needs a Canadian transit visa: https://www.canada.ca/en/immigration-refugees-citizenship/services/visit-canada/transit.html

But upon closer inspection, it looks like she might not: https://www.canada.ca/en/immigration-refugees-citizenship/services/visit-canada/transit/without-visa/eligibility.html

Be sure to double-check, though (and make sure she's scheduled to arrive during business hours for US pre clearance).
