If your case is complete before your PD becomes current, then, you will probably be current with the Visa Bulletin.

Hi, usually it was expected up to 6 weeks for it to be received by NVC.

 

Now is taking around 2 months, you have to wait for NVC to send you a Welcome Letter, if that time passes and you don't hear anything from them, you should try and contact them, to avoid your case gets delayed any further.

Hello everybody,

 

My priority date is Oct 31, 2016 for F2A.

USCIS sent the case to NVC in Feb 018.

NVC received my DS-260, Financial Supporting Documents in May 3, 2018.

The Case is completed in May 16, 2018.

Now waiting for an appointment letter.
