You can ask someone in Kuwait to get it for you but you must have an endorsement letter from the Phil Embassy or US Embassy.

Can u please tell me how to get endorsement letter..? Please i need help my interview will be on march 22, 2018..i really appreciated your help..are u a k1 fiance visa applicant too? And how many weeks u can get that police clearance? Thank u so much

You don't need a Police Clearance from Kuwait

 

Kuwait is a waiver country as you can not get the police certificate except in person.  The USEM knows this as well so they don't require it.

You would need a copy of your residence visa in Kuwait, civil id copy, passport copy and 2 pcs passport photos in blue background. You can send someone in Kuwait to go to the Phil Embassy to get an endorsement letter for you but you might have to send a Special Power of Attorney to do that.

Chris Duffy was looking at the US state department website which states that Kuwait does not need a police clearance if the beneficiary is no onger residing here. I am still in Kuwait by the way. The website stated the same thing about beneficiaries that worked in the UAE but during the interview date, they were given 221g because they don’t have the police clearance. It is best to inquire from the US Embassy Manila for your question. At least you will also know where to process it if they said it is needed.

Ohh good for u you are currently residing in kuwait...i called the u.s embassy manila twice about that concern..the 1st call was a lady...she said all middle east countries are not required for police clearance..so thats an another relief especifically kuwait...so yesterday i.called again its a man who answered my call..he said that police clearance is required...so which is which again? Can i call the president of the philippines about this ? having hard time to get police clearance For ex employees in kuwait? Goshhh this is insane no accurate answers from u.s embassy manila..i already read about that reciprocity laws in the website ...but still they asked for a police clearance...goshh

You still have a month to get a police clearance. It took me 4 days to get mine from here. The police will not entertain anyone who doesn’t have an endorsement letter from the Phil Embassy. It is better to send a SPA now to your Filipino friend in Kuwait to process it for you. The police clearance is free but the endorsement letter would cost 8 Kuwaiti Dinar or 11KD for express process.

Oh ok so what if my sister will go and ask the endorsement letter ? Would that be okay? Can u give me the philippine embassy hotline number? Cause my sister said the all numbers we searched in the internet are all incorrect..we dont know the active or real number of the embassy ..i tried already to sent email..sis can u help me about this stuff? My interview will be on march 22...please thank u so much

Let your sister go to the Phil Embassy and inquire in person. The embassy will not answer their hotline.
