I apologize if this topic has been discussed before.  However, I did a thorough search and did not find anything similar to our situation.

 

To give a little background, we received an initial NOA2 back on November 20, 2017 approving our petition with an approval date of November 17, 2017.  I began calling the NVC three weeks later to see if our case number had been assigned.  Nine weeks after the initial NOA2, I called the USCIS to see if I could track down why there was a delay.  They indicated that they would send the case to the NVC.  I received a second NOA2 with a new approval date of January 31, 2018.  I called on Tuesday, February 13, 2018 to see if there was as case number yet.  Still no case number.  Then this morning we received the email as indicated below.  I have my assumptions as to what this means, but wanted to get everybody else's thoughts.  Has anybody else encountered this email or known of someone who encountered this type of email?  If so, can you please explain what it means or what it might mean?

 

Unfortunately, my poor fiance misunderstood the email and thought we had our case number.  She was more than excited.  I had the unfortunate job of breaking her heart.  There were quite a few tears shed.  Needless to say, not a very Happy Valentine's Day for us. :(

it looks like your file got to NVC or embassy, as both are under Department of State, and was sent back for review. most of the time this situation happens when your file reaches the embassy, got adjudicated by the consular officer with applicant interview and deny the application for the visa. once the denial happens, the file is usually sent back to USCIS for review but basically to have the petition expire. with your case seems unusual because your fiance is still waiting to be interviewed. im thinking that your case got to the embassy phase coz NVC does not adjudicate cases for K1. they only assign case numbers and then get sent to the embassy. that's why your case seems unusual. hope you get more information or better yet hopefully this is a glitch in their system.
