I've read this thread and to summarize:

 

On German citizenship, even wikipedia says, 

 

"one usually acquires German citizenship if a parent is a German citizen, irrespective of place of birth"

 

So the twins should be able to get the German passport (exception mentioned is if the father is a minor).

 

On American citizenship, the mother has not lived enough time in the U.S. after turning 14 years old so she cannot give citizenship to the kids. However, people have mentioned that the grandparents, if American, should be able to give citizenship to the grandkids because they lived for over 10 years in the US (while the mother of twins was growing up).

Wrong. America does not discriminate based on gender.

 

In the "old days" however, if the parents were not married, it was actually easier if the mother rather than the father was American.

Your children are German citizens and I would advise you guys to apply for their German citizenship. With their passports in hand, you can then apply for their I-130 and have them become LPR's and adjusting for their naturalisation as soon as you become eligible.

If I am not mistaken, once the minor kids come into the US with their USC mother and their immigrant visas they automatically acquire US citizenship.

Correct, although they should either file an N-600 for a naturalization certificate OR (preferably) apply for a US passport. Otherwise they have no proof of being a USC.
