The official embassy timeline is 5-10 business days. Some people get it quickly (three days or so), while others have to wait the full two weeks, possibly even more if you get placed into administrative processing. I would say that the most common is 5 business days (1 week). Unfortunately there is no way of knowing.

Because my email said that the visa is already printed and that it is available to be mailed and then I got another email saying that the visa was issued and that it will be at the dhl office in a few days. Do you think he will get it this Friday or thursday?

It's already been 4 days now tomorrow will be 5 and my husband's status still says issued and is available to be mailed. He went to the consulate in cuidad juarez for the interview last week. When do you think he will get his visa.

Again, there's no way of knowing. It could be tomorrow, it could be 2 weeks from now. It all depends on your husbands case, the embassy's workload, DHL's routes, and possibly other factors. Your husband will get his visa, if that's what you're worried about. You just have to wait.

Have you ever received anything else from the government? With things like IRS tax returns, drivers' license, etc they'll usually quote shipping times around 3-6 weeks. Some people get it in two days and other people get it in two months. Same thing with the embassy, some will get it really fast, others will have to wait the full 2-3 weeks (or more) quoted by the embassy. Just sit back and relax. You'll get it soon.

My husbands immigration lawyer said it will take 7 days. Is she telling the truth. She was the one that made the interview and the paperwork for the interview?

She's giving you a rough estimate. I personally wouldn't have given you an estimate of only 7 days. The official embassy estimate is 10 business days (2 weeks or 14 days). Many people do get it before 7 days, but I would say most get it closer to 14 days. Some unlucky people have to wait even longer if there any delays. These could be things like administrative processing, misplacement or mishandling of the package by the embassy or DHL, weather, or anything really.

You seem to be worried that you haven't gotten it within 4 days. I can almost guarantee you that few, if any, people have ever gotten it shipped to Veracruz in 4 days or less. DHL shipping time alone is 2 days at the soonest. You also have to figure that the visa takes a few days to actually get printed and another few days to get sorted and picked up by DHL. And that's if absolutely nothing goes wrong and causes a delay.

The application status on the website said it's issued and its printed and available to be mailed. Then I sent an email to the consulate and an automatic email said that it was issued in Feb 9 the before his interview and then it said that he should receive it in a few more days at the dhl store.

That's just normal. I'm not sure why you're expecting it to already have arrived. Since it's only been a week you are still well within the official estimate of 14 days. I doubt the consulate would take the time to even look into your case after only 5 days. I'd say start worrying if it doesn't come in after 3-4 weeks. Anything before that is just the standard shipping time.

Who knows. Maybe the system is out of date. Or maybe they only ship visas on Thursdays. It could be anything and I wouldn't put too much weight behind it. Just sit back and wait, everything is fine. This is normal.
