City for DS-160 need help

My fiance's passport says issued at DFA NCR South.  Doesn't give city!  We know it's in Alabang but doesn't say on passport a city or province.  What we put for city?

Mr. Google says it is here:  4th Floor Metro Town Center, Alabang–Zapote Road, Alabang, Muntinlupa, Metro Manila, Philippines

 

I see your concern.  I don't think leaving the city as blank would be a good idea.......
