Yes exactly looking and hoping for bright side if they issue noa2 and give us visa asap 😂😂😂 what is Tier actually ? I called uscis they said they cant say anythinh to the beneficiary 😡

Tier is the level of the employee. Tier I are the run of the mill employees (in my opinion) with no real power. They will most likely repeat things you've already read somewhere else, and have little to no authority. Tier II are the employees with more power to actually look into your case. 

 

At this stage, I think I read somewhere that only the USC (United States Citizen) can call USCIS at this stage. I know when you get to the NVC, both the beneficiary and petitioner can call.

Yes nvc both can call..... Can i have tier's number or mailing address and thank you for your information it means alot 😍
