You can get a drivers license WITHOUT EAD. I applied for GC and EAD in August 2017. I am still waiting for my EAD and I applied for social security and drivers license BEFORE my I94 expired. I came here on a K1 visa

EAD doesn't take 90 days at the moment, more like 4-6 months. 
It is also impossible to tell how long the K1 process will take. It took us no more than 4 months (And we had an RFE) while it took my friend 1,5 years.

In what state do you live? 
Also, If he comes to you in September, he can not go to Ireland in October. I applied for my GC and EAD in August 2017 and I still haven't received my EAD.
Who told you that you will have an approved K1 by September? It can take 4 months - but it can also take 1 year.

NOT TRUE. We are still some August fillers waiting. Just because "some" November fillers have received theirs doesn't mean that it currently takes 90 days to get it.

What state are you referring to.........? I received a drivers license without EAD and it is not a temporary one. 
DMV is not the same in ALL states.

In many states, you cannot receive a DL without an EAD.

In many states, you will only receive a 1yr license with an EAD and will have to upgrade to a full one with a GC.

In many states, you can receive a DL without an EAD or anything other than your I94 - but it will only be valid until the I94 expires.

In some states, you can receive a DL without an EAD simply because the employee at the DMV may have misunderstood something (lucky for the applicant).

In some states you can receive a DL without an EAD, (or sometimes with an AOS NOA1) because of clear state guidelines.

In most states (but not all) if you already know how to drive and have a valid foreign license, you may bypass some of the rules for newbie drivers.

 

I am very aware that every DMV is different. The OP will be looking at PA, which are not too dissimilar from MD in the required documentation. They may need an EAD as well as other documentation. PA may allow them to get one with just the K1 and other paperwork. Whether it will be a 1yr DL or a full one, will be up to the person behind the desk knowing what to do (as usually anything with the state) and the state regulation. The OP can easily call the DMV and find out or refer to the guidelines online. There are many threads on VJ with PA applicants about the DMV, they can also browse those threads too.

I know several states where you don't need a EAD for a drivers license! If you read on DMV website for different states it says that a passport with visa, unexpired I94, birth certificate, proof of address and social security number is enough. 

I'm sure that some states required a EAD but far from all. I just checked my license actually, and it is a temporary one, but it isn't 1 year as you stated its 3 years. Also, it is not up to the person at DMV if it will be a full license or a temporary one, they will make that decision depending on what visa and what documents the person in question has.

No, that was a different process altogether. I know who you're talking about, and they went the DCF (Direct Consular Filing) route, which always is a shorter process. NO November people that are going through the K-1 process have gotten their NOA2s--they're working on July and a little bit of August (with some people that filed in May and June still waiting as well).

It is in many cases up to the person behind the desk at the DMV, who apply either their own ignorance or knowledge to the case before them. You can check out a large amounts of threads on this very forum to see how frustrating that is for many people.

My state is one of the states where these documents are sufficient according to the DMV website. But when I went to the DMV, I was told that they could only issue me a license for the validity of my I94, which was only 3 weeks at that time.

He will attend the wedding in Ireland because the k1 visa will still be in process by November

Absolutely, I am sure that it happens. When I went to get mine the lady hesitated and wasn't sure that I could get a license at all. I then showed her the info from the DMV website that I actually was allowed to get one. After that, she made a few phone calls and it was confirmed that yes, I can get a license, but only a temporary one. Which in my case was a 3 year one. So if you just do your research and show the proofs to the person at DMV, I can not see how they can deny that. Especially if it says on their own website.

What state was that? Does it say on the DMV website that the info is correct? That you can only get a license for as long as your I94 is valid? Then that information was correct. But if it says differently on the website I would have gone back and shown them the information from their own website. 

This is always different depending on what state but I had no problem to get a license without EAD or GC.

Can I ask what state you're in? I'm hoping to get my learners permit when I get to the states, not sure if it's the same rules as getting a full license, but I'm worried it's going to take forever for me to even be able to just learn to drive based on some posts!

Most likely the identity and eligibility rules will be the same regardless of whether it is a DL, State ID or Learners
