Not a problem at all I completely understand. My wife is the same way and English is her 4th language as well. You are in Kyrgyzstan so that means you probably speak Russian, Kyrgyz, and I don't know what else. I met and became friends with a couple people from Kyrgyzstan when I worked in Afghanistan. They would come and live/work on base with us.

Adoption is a frequent question here. Since you in fact qualify to adopt your brothers it will be beneficial for future members who also qualify to know the process. As mentioned by @cyberfx1024, many people want to simply adopt a relative as a work around of immigration but obviously that is not your case. If you are successful in the process it will be very helpful to VJ to share your experience.

  It is common to want to help relatives in places that have lessor standards than the US. Because it is so common , immigration has had to put up road blocks.  The end of chain migration will probably affect this  also .  In your case you are just trying to take care of siblings whose parents left the earth too soon.   You may end up having to spend some time back there.  I have friends that just finished the pre adoption home study on this end ad that is quite consuming. 

This will not be over quickly. You will not enjoy this.

Since you are not in the US at this time,  have your husband consult an immigration attorney specializing in international adoptions before his visit.  Try the AILA to see if one can be located near him.  Another source of a reference to an attorney is an agency specializing in international adoptions - especially if it has contacts in their home country.

 

Adoption is never DIY, and this is even more complicated.
