My wife currently has f1 visa with STEM extenstion. She works for a large international company in the usa. We live here in the usa and i am a natural born citizen. We are filing the fun after marriage paperwork and her i765 got rejected and just says Eligibility catagory C09 does this mean she doesnt qualify for c9. Her current EAD is good for a year does she need to submit this form at all?

What do you mean by filing the fun? What did you file after marriage exactly? It would be great to explain what you mean by this sentence:

Did you file I-485 (green card), I-765, as well as I-130? If not, then I don't think you can use category C09 for Employment Authorization Document application.

I was just stating that the paperwork is oh so much fun. Sarcasm... Yes we filed all 3 of those and all three were rejected the reasons were very easy to interpret on i130 and i485 but the i765 just said Eligibility requirement c09.

Did you choose C09 when you filed I-765 together with I-485?

 

If so, since your I-485 was rejected, and the I-765 with Category C09 depends on I-485, I think that is why your I-765 was rejected.
