Should I apply for N400 in April OR after my move in June?

Hello,

I am eligible to file N400 in April 2018. My ROC is still pending at this time and has been for about 12 months in April. I would like to file for citizenship as soon as possible which my earliest date is April. I live in LA County currently. In June, I will be relocating back to San Bernardino County. My question is, should I file where I am now and then change my address with USCIS when I move OR should i wait and just file from the new address. My reason for this question is I know there is a delay when we change addresses with transferring the case from one field office to another. So, will this delay basically cancel out the early filing time and mean there is no point in filing early because of my move to the new address in the new county... or should I go ahead and file it. If I wait till i move, I'll be filing around beginning of July (2-3 months later). Thanks!

I am not familiar with the geography of your situation but for naturalization you are required to live in a district for 3 months to be eligible for naturalization there, even if you otherwise are eligible based on your green card. Read this page https://www.uscis.gov/policymanual/HTML/PolicyManual-Volume12-PartD-Chapter6.html

So if your new place is in the same district, still eligible in July. If it's a new district, your eligibility date is 3 months after the move (September).

Personally, I would just wait and avoid the extra hassle and apply in June for a Sept eligibility.

Thank you!

So to clarify, I am moving within state but to a different county (about 45 miles away). So, my local field office changes from Los Angeles to Sab Bernardino. Is a “district” considered field office? Or isn’t it the service Center itself?

I don't know. I thought it was judicial districts but I tried briefly to find a reference and couldn't find any of the stuff I read when I was doing naturalisation. What I remember was some states might be all one district. A large state might have several. And some districts could include more than one state. Haven't found anything explaining that now, but didn't dig too deeply.  So so maybe I don't know what I'm talking about.

i did find San Bernadino and LA County are in the Central District of CA. lii_usc_TI_28_PA_I_CH_5_SE_84.pdf

Apply for the n400 online in April. Change your address online in July when you move. Your case will be moved quickly because you've applied online.
