Interviews in Mexico always in Juarez?

Are K-1 Visa interviews in Mexico always in Ciudad Juarez? Never in any other consulate or in the D.F. embassy? On my visa application, I wrote that we would do the interview at the consulate in Merida, Yucatan. But now the NVC has sent everything to Juarez, and I read elsewhere that Juarez handles these. Merida or even D.F. would be more convenient for us, so that is why I am asking here.

As far as I am aware that is the only embassy processing K-1 visas from what I have heard.

Same as for in Canada, people have to go to Montreal regardless for it.

Convenience is not something that happens much in this process.
