Hello, 

I am a US citizen living abroad with my alien husband :)  We applied for his i-130 through mail processing and sent the form w/supporting documents to the Chicago Lockbox.

 

On the application we gave our foreign address of residency as our mailing address. Then we received our first mistake notice at this foreign address in Turkey. 

 

After we fixed that mistake we resent the application to the Chicago Lockbox. Then, on June 26, 2017 it was received by the Nebraska Service Processing center where it is still being processed (225 days and counting!) We had our receipt number, so when we looked up the case status it said that they would send us a receipt notice with instructions about the next process in our case. But, we never got this receipt notice --- the NOA1. So I called the customer service phone number and a representative told me that they had sent the receipt notice to us but because she was only a Tier 1 officer she didn't have the authority to know which address it was sent to/tell me which address they had on file for us.   

 

So I don't know the current address information they have on us. We had written the domicile address in New York on the application as well, but, my relatives at the domicile address in New York told me that they didn't receive any receipt notice either. I have been trying to get in touch with USCIS about this issue. When I talked to the Tier 1 USCIS officer she had told me that as long as I have the receipt number I don't need the receipt notice. But I'm still worried because I don't know where they will send the NOA2, or if we will even receive it! I don't want to lose our chance of approval because of a mistake in our address information.  

 

Because I live abroad I can't reach a Tier 2 officer on the phone due to the 120+ minutes of wait time and they don't call back international phones. I have issued inquiries about this issue through the USCIS My Account Online site and am still waiting for their reply.

Also, I may have accidentally registered a different address on the Change of Address request form  of the USCIS MY Account menu and now I think it has completely messed up our address information because the system requires entering a state--- therefore, it doesn't accept foreign addresses. 

 

*** Should I give our domicile address in New York using the 'In the Care of' option on the Change of Address request form  instead of our foreign address? But, of course, our Visa Package will be sent to that address and there is the chance of there being more confusion or delays.  

 

 What should I do? Should I send the Nebraska Service Processing office a letter re-stating our foreign address? Should I try reaching a Tier 2 officer through the telephone? If so, how can I contact a Tier 2 officer more easily--- is there a special tactic? 

 

It would help us very much if someone who knows anything about any one of these things or has had a similar issue can tell me anything or give me any suggestions. I would appreciate it a lot!

September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)
October 6, 2011: Case complete at NVC
November 10, 2011: Interview - APPROVED!!!
December 7, 2011: POE - Sea-Tac Airport

September 17, 2013: Mailed I-751 to CSC

September 23, 2013: Received NOA1 in mail (receipt date September 19th)

October 16, 2013: Biometrics Appointment

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal
