The graph you posted said the source was ICE. When I go to ICE's website I get this data -

Why the discrepancy? 

 

EDIT: Ah I think your graph contains just "interior removals" and this graph includes border removals.

Yes, on the same webpage check Fig.5. Of all interior removals, 92% are convicted criminals.

 

They also have FY17 numbers available. https://www.ice.gov/sites/default/files/documents/Report/2017/iceEndOfYearFY2017.pdf

Fig 15 shows convicted criminals are now 83% of interior removals.

It was my understanding that the whole point of Obama's "Memo" was exactly that. Instructing ICE to prioritize convicted criminals over non-criminals (Recognizing yes that all illegal immigrants are by definition criminals, but criminal beyond that since it is an identifying feature)

 

Seems like the memo worked, and it was a reasonable idea in my opinion.

But it doesn’t work.  It allows us to deport criminals, which is a great thing.  But an illegal immigrant, who SHOULD be deported, gets to walk away free.  Why?  If they were arrested or detained for some reason, and they are here illegally, why not send them to ICE and let them be processed according to the law?  If an immigration judge decides they get deported, then so be it.  

As I said, the numbers are dropping.  Not because there are less illegals here, but because Obama tied our law enforcement’s hands when it comes to reporting illegals.

No.  He did it in 2012.  I think it came in the last quarter, after DACA.

You haven't linked the memo you are referring to.

 

The one someone else linked to doesn't really tell ICE to stop anything. It just suggested creating a priority system to target criminals first.

" Scott Rolston of Whitestown Police said the department generally would not communicate with ICE for a typical traffic stop."

 

I doubt they did a background check on him. Whatever fake ID he showed worked.
