He was arrested last year for driving without a license.

I thought IN had strict laws. If they fingerprinted him, they could have found he was deported twice before, no?

And even if they did, under a “law” enacted by Obama, that alone would not allow ICE to be alerted to deport him again.

Obama put into effect a memo in late 2012 that increased the requirements for turning over arrested illegals to ICE.  So being arrested, and having your name pop up as an illegal alien, even with prior crimes, was not enough to get reported to ICE.  In 2013, deportations dropped by virtue of this ruling.

Shouldn't his arrest in March 2017 be treated under Trump's Jan 2017 executive order?

I put “law” into quotes because it was about as legal as the DACA end run.  He just signed both into being.

 

But due to the more stringent requirements he put out about ICE being notified when an illegal got picked up for something, many illegals are getting arrested then let go vs. being deported since late 2012.  Just look at the declining trend above.  Prior to that graph, the numbers of deportations rose nearly every year for a decade.

not to be picky, but i don't care for CIS. i'd rather know the illegal 'law' that you're referring to.
