RFE for identity for N565

I received a RFE for identity documentation of which I do not have any of the suggested documents after submitting a N-565 application. I never got a passport, I've never had a visa, and I do not have a birth certificate. All I have with my picture and DOB is an expired state issued ID card. I have a lot of secondary identifiers that are appropriate for passports, I-9 forms, or at the DMV. I am not sure where to proceed from here, since I cannot get a passport without a naturalization certificate.

May I ask where you are from? I'm not familiar with every country's regulation, but I know in the US and in Canada, there are ways to obtain your birth certificate should you not have it.

I would recommend contacting the city you were born in, and seeing what you can do to retrieve that document. Some places will also issue a letter of "no record" if your birth cert doesn't exist. Perhaps there is something in your adoption paperwork?
