Can i request to Change my interview to an earlier day?

My cousins interview is next month (f3 India) her daughter  is turning  10 few days before  her interview. She is wondering  if she can request  her interview  date to change  to an earlier  date ? My uncle and aunty  would like to make it and  celebrate  her 10 birthday  in USA.

You can request.  Embassies have limited slots available, so unless they have a cancellation they may not have a open slot

What would  be the process  to request  it? Calling  directly  or email?

Seriously? A birthday is not a reason to change interview date. You can always celebrate once you make it to the US. 

There’s also wait time to get passport with visa back - it is not next day service.

Yes i understand that. Everyone  has their  own view  how they  celebrate  their kids Birthday. I don't  think  there is anything  wrong  with  requesting  to see if it's  possible. I am sure embassy has their guidelines to follow  as well.
