Fairly simple process for a Tourist Visa.

 

Fill out the application, pay about $160.  You are only in the picture as the person with the money.  Nothing about you matters.  Once she has an interview date she goes to Manila by air, bus, roro or by Jeepney to receive her denial.

My friend's mom got a tourist visa. She is 60+  and never worked. She has 8 grandkids and 3 children. She doesn't have any money either. My friend filled in the DS-160 and put that she is paying for the trip. She works and make around $45k a year.

 

My cousin and her husband works, no properties and no big money in the bank,  they were in their early 30s when they got their visa. One works at a restaurant and her husband was a bartender.

 

There is always no chance of getting a visa if you don't apply. Getting it though really depends on how the consul will feel about the person applying for one. If they see any sign of any possibility of not coming back, then they won't get it.

Most B applicants get 6 months but no guarantee.

It's not that unusual. I regularly had 3-month summer holidays, the shortest ones were 2.5 months. 

 

OP, just have them apply for tourist visas and hopefully they will get them. I don't understand why some people here say they wouldn't be tourists - they will be visiting family, how is this not tourism?

I assume you don't understand the definition of tourism. At least in the USA consular officer eyes.

3 month tourism is slightly unusual.

I remember going for 6 weeks as a kid, that was unusual.

Totally depends what country you are from. Not many places have the super long summer vacation that the US has. Where I come from, the longest single vacation period was 6 weeks.

what is the longest school vacation period that is normal in the phillipines?

 

edit: if I read this correctly, their longest vacation is 2 months, early April to early June. https://publicholidays.ph/school-holidays/

They go to work around age 10.  They work at family stores or stand outside malls and you can pay them like a quarter to watch your motorcycle while you go to the mall, they will keep an eye on it.

Correct.  School is only compulsory until the 6th grade
