A decision can NEVER be made at the interview. EVERY single N-400 application has to be reviewed and signed off by a supervising I.O.
All the interviewing I.O. can do is "recommend" for approval. Time frame for that is about 2 to5 days.

But somebody told me it takes1-3months or more.

Legally, USCIS has up to 120 days to render a decision.

More often than not, only takes a week or so as pointed out above.

Aren't some of the interviewers supervisors, though? People have posted in this forum that they were told they passed and given an oath letter then and there.

Yes you’re correct. I had a supervisor and got oath letter the same day.
