I am willing to wait for as long as it takes for him to be here with me.

Thing is waiting won't do anything.

He won't come to the USA on his own because he doesn't have a legal way.

Only legal way would be through you but first you need to go there and meet him in person, have financial means to sponsor and support him and be ready to marry within 90 days after his k1 visa would be issued.

? They come here through their families.

Educate yourself about k1 and aos processes and decide if you want to commit yourself to that.

My question is how can some people who come over to America not even be able to be speak English at all. They don't have high job positions at all. This country is in trouble.

Easy. They have family that petitions for them.

I think it would be a very long wait.

Tourist Visa- Would allow him to visit the US on a temporary basis only.  He can not enter the US via this method with the intent to stay.  Additionally, the chances of his qualifying are very slim, imo.

Spousal Visa-  Would require you to marry before submission of the paperwork.  Marriage, in itself, will result in issues for you as you have stated.

K-1 Fiance Visa-  Requires that you have met prior to submission.  You would, more than likely, have to travel there.

Diversity Lottery-  All but dead, imo.

Maybe others can give you more hopeful options.  Good Luck.

Regardless of its future status, citizens of the Philippines aren't eligible for the diversity visa, and probably haven't in over a decade (if they ever were to begin with due to the high # already in the USA).

If he is serious about being with you, he should be willing to go to college there and get a STEM degree.

Right. Because getting into college and paying for it is easy to do....

To be honest, you don't really have that many options.

K1 or spousal visa would be the best (could be the only feasible) way for him to come here and be with you.

But if you can't afford losing healthcare, I really can't think of anything else for his situation...

Unless he's academically advanced, and can get accepted into a good grad school here (has to be near you too) then he'd be able to get an F1 student visa. (And he doesn't have to major in STEM field)

However, he might need to spend a whole lot of money going this route too...

I think it's not country in trouble. It's you in trouble and you're willing to add troubles to the country by bringing your boyfriend illegal way. Don't want to sound harsh but please be respectful to what you have from this country and its laws. Don't be smarter than other people. Want your bf here?? Work on it.

Can a person come over on a tourist visa and while they are over here decide they want to work here and live?

Mostly, people who do this overstay illegally. You don't want to go that route.

Exactly, everyone acknowledges (though they may disagree on particulars) that the immigration system is in vast need of overhaul. To be blunt about it though, your boyfriend with no particular degree or skills is not vastly differentiated from many of these...

Incorrect, research actually shows that other than EB visas, DV visas on average have higher skills and better jobs than most other immigrants. The skills bar is not hugely high but it is still there, which it isn't for family, and most of them self sponsor (that is, they already have a job decent enough to have the required savings) than have a family member sponsor them. If consular officers are not persuaded that the DV applicant can get a job decent enough to self-support in the US, they are refused the visa.

Bingo

As others have said, a work visa will be difficult. You will most likely need another option.

There are agencies online that can help with placement also but they are costly.

Would you happen to have some example?

Would have to ask my husband the company he used for his second internship. Costly being $2-$4k. Which is a good chunk of money for most.
