Hello everyone

can my fiancé start the DS-160 without receiving the embassy package yet? I called the NVC today and they give me the nvc case number and the invoice number

Yes, you can. I completed my DS-160 and paid the fee on the same day I got my NVC case number

 Basically the letter you will need to go to your medical and another pages that describe how to schedule for your interview, and the embassy doctors you can go through. I follow some of the Haitian advices by applying for the Ds160 and paying for the visa fees as soon as I get my case number. I received packet 3 in NY as well. My fiancé hasn’t received it yet. I just scann it the same day to him, and we choose our interview day 3 weeks later. Just to make sure we have some time after the medical appointment. Hope that help.

Hi can you please tell us what steps you took leading up to your interview. (So essentially you dont need to receive packet 3 in hand to move along?)

You have to wait for packets 3 to go to your medical. We applied for the DS-160 and paid the visa fees before receiving packets 3. My fiancé never received packets 3. I received it in my mail box and also email the embassy to email me the packet 3 instead. The same day we received the letter, we scheduled our own interview. They will tell you in the letter how to schedule your interview. You choose your own day. Keep in mind to give yourself enough time to do your medical prior to your interview. Dr Buteau will give you the results in one week
