Your odds of getting a Tourist Visa is slim to none if you are from Philippines.

Your best option would be to travel to either:

 

Turks and Caicos Islands or Costa Rica since you allowed to travel there without a Visa.  Have him meet you there. Dependent on where he lives in the USA.  They are off the coast of Florida not terrible too long to travel to from the USA.

K1 is a single use visa and costs a lot more money than a B2 application.  Not really an option in these circumstances at this time.
