By signing the I-134, you are promising the Government that YOU take all the financial responsibility for the beneficiary and that they will not go on Public Assistance. It says it is a binding agreement, but I doubt it could ever really be enforced. However, the Consulate will use the numbers you provide in order to gauge whether you can support the beneficiary and make "certain" that they do not go on Public Assistance.

Once the fiance is in the US and you marry, you have to adjust status, at which point you have to fill out an I-864 (another affadavit) which is then legally binding and they will enforce it.

Basically it means the government cant hold you to the promise of support in the document. Its just used by the consulate at the interview to determine if the sponsor is able to sufficiently support the beneficiary. When you file for AOS, you are required to fill out I-864 which is legally binding. The government can enforce the terms of that document.
