Need help on a document from NVC

I have been having problems with a certain document NVC is requesting for my wife which is a certificate of non-conviction. I have applied for a good-conduct certificate from the G.I.D office in Jordan and NVC said it's the wrong one and they said to apply for this from the local court or the G.I.D office. I understood it was the wrong one then I went to the local court in Abdali, Amman and I was certain the I would have it right this time. NVC messaged me and said I sent them the G.I.D certificate even thought the document says non criminal record certificate. I am very confused at this point and I think NVC might have made a mistake because I believe that was the right document. I will go tommorrow to the G.I.D office and the local court and ask one more time, even though I already asked and the local court said this is the right certificate for the immigration purposes. NVC said it's not, even though I provided them with every other certificate I can think of. In the meantime, can someone tell me something I don't know? Thanks.
