My boyfriend very recently went to the counsel in Guadalajara, Mexico to see if he could get his visa approved. He said everything went well, he answered the questions correctly. At the end of the interview, he said the guy interviewing him said he could not get his visa because he had just applied for a visa 3 months ago. This is incorrect, the last time my boyfriend applied for a visa was in the year 2016. My boyfriend said he politely corrected the guy and told him that he did not apply 3 months ago, he actually applied over a year ago. The guy then proceeded onto his computer and realized he was wrong. He told my boyfriend he was sorry but that he already said no, so he can't change his answer. In addition, he told him to reapply next year as if it were that easy to gather all the money he had spent for this visa interview. I think this is very unprofessional and inconsiderate of the people working to make such mistakes during an interview. My question is, is there anything my boyfriend can do to make this problem known or receive some kind of appeal? It would be a shame for this to happen again with someone else! These people are supposed to be trained properly in order to prevent these types of mistakes.

Most likely no. Trying to "challenge" the embassy is pretty useless. Whether that was really the reason he was denied is unknown. Sometimes they don't just give you the blatant reason why. It could have merely been an 'excuse' for some other issue. Applying for visas of any kind is always a "risk" so to say and once your spend the money, that's it really regardless of the outcome. 

 

If you choose to challenge them somehow, again, they may just say he didn't qualify for other reasons. Just their word against his and the embassy will win.

I was thinking the same thing but was just wondering if there was still something that could be done. Thank you!!

He can apply as often as he likes, next ear would just have been a suggestion, he could reapply tomorrow.

The specific timing aside, your boyfriend would not have been rejected just because he applied x months ago. What the CO most likely meant was that his circumstances have not changed significantly since the last time he applied, so the decision is the same. Implication is that unless his circumstances do change - he presumably is unable to reassure them of his ties to home with his current situation- future visa applications will have the same outcome.
