I'd buy from you in a heartbeat, I know you are the exception to ALL the rules of car salesmen.  Congrats on the 100%, I know it is well deserved!

Its really not worth it in most cases to private sell.  Not to me anyway. Yes you may get 5 to 7% more if you can find a buyer. Then you got to worry about paying the loan off etc. Plus in ga you get tax savings for trading.

   I really don't like dealing with people coming to my house or giving them the keys to a car that's still mine either. It's more about the hassle than the money. If I have 2 days off, I'd rather just get the car buying over with in one day. Then instead of messing around, if I really feel like I need some extra money, I'll just go in to work on the other day.

  Hope there's not some sort of quid pro quo going on. Maybe the Dems will look into it.

Dont know much about NY, but once the tile is transferred it shouldn't be a problem.

   Another reason I hate private selling a vehicle privately. Generally regardless of what the buyer does, the seller should either remove the plates or, if leaving them on the car, call the DMV to have them cancelled. I only sold privately once and I told the buyer I would give him 2 days before I cancelled the plates. Technically you don't even have to give that much, but just saying that gives them an incentive to get in to the DMV and get the title transferred. 

 

   Cancelling the plates would also cancel the registration here in Colorado. I'm not sure about NY. If your cousin only canceled the plates recently, he could still be liable for any tickets up to that point. He should contact the DMV to make sure all that everything is done to protect himself going forward. If he made a copy of the sales documents and/or title, he may be able to use that to get out of the prior tickets. At the very least though, get confirmation that everything is cancelled going forward.

 

  I don't believe LE would consider the car stolen since he did actually sell it. The buyer is currently not complying with the law, but it is not theft. It is illegal for the new owner not to register it within a specific period of time and of course driving without registration is also illegal but it could take some time to get caught. I would contact LE and just describe what happened to see if there is anything they can do. Even if they just take the vehicle information, it may help catch the guy. They may also have more information on what to do about the tickets. 

 

   A final note though is the buyer does have a time limit to transfer the title. If it's still within that time frame the buyer hasn't actually done anything wrong (besides procrastinating). It was your cousins responsibility to cancel the registration and avoid this.

Good advice given above by both NB & SB.  Kind of too late now, if he let the plates go with the vehicle (NEVER do this!).  You paid for them, they are yours.  I have quite a collection over the years, and one day they will find their final resting place on my retirement home's garage walls.

He MIGHT be able to get with the NYC authority with a signed copy of the title (another thing he should have kept at the time of the sale), and show he had already sold it, therefore not be responsible for the tolls.  They might be able to transfer said tolls over to the new owner when he registers the vehicle.

 

Worst case, he may be stuck with the tolls up to the point of cancelling the plates with the DMV.
