Wow! Of course it matters what other countries think. It is why since the end of WWII America has set up bases and embassies around the world for the safety of this country. Ermm you missed the point of course America did but I'm talking about in the time of the Cold War and maintaining every lasting peace. Trump doesn't seem to understand history, it is why Matthis berated him.

Do you know why we have bases in Germany and Japan? They were occupation forces

 

When we had bases in the Philippines it was because we bought them from Spain after the Spanish American war, we then invaded the Philippines to secure our purchase

 

Same in Cuba with Gitmo

 

Our overseas bases are not the result of skillful diplomacy, in many cases they were obtained at the tip of a sword. As to the bases in Italy Spain Belgium etc in the vacuum of WWII those countries begged us to position troops to offset Russian aggression. For almost 75 years the United States has saved those countries billions of dollars in defense spending, we fed millions of displaced people following the war.
