My fiancè and I met in the US last year while I was in my Work and Travel Program. I just came back here in the Philippines last June. We're planning to get married next year. Is it possible for me to process a fiancè visa even though Its just going to be a year since I came back from the US using a work and travel visa? Do I really have to wait 2 years before I could go back in the US?

I might be wrong but the 2 year rule is that you and your fiance had met within the last two years prior to filing I don't think it means you have to wait 2 years to go back to USA

It depends if you’re subject to the 2-year rule or not. It’ll be stated on your J1 visa. 
If you are, you cannot return to the US before you've been in your home country for 2 years. You can also apply for a waiver. If you're not a subject to the rule, you can go back whenever.
