It is not a co-sign it is a co sponsor.

 

they will need to complete one for each (the petitioner and the co-sponsor)

 

but if you didn't even file I-129f yet. I-134 is needed at the interview.

London allows you to self sponsor btw.

Her parents have to fill out a separate I-134. But like others have said, you don't send the I-134 with your I-129, you will need to take it with you to the Embassy when you have your interview.

For a London interview they will only want one I-134 filled out by the one parent who makes enough money to sponsor. They don't need anything from the fiancé if she doesn't earn enough to sponsor on her own.
