Usually they would send you an RFE - request for information if something is missing in your application or a denial if you used the wrong paperwork or submitted the wrong fee ..not usually denied for no reason there has to be a reason.  May I ask why you are wondering ?

what kind of visa? if tourist visa, my opinion is yes, they have more or less made up their mind beforehand.

In many consulates the CO doesn't even see the file ahead of time until you are at the window

 Consular officers (who do the visa interviews) do not send RFES --- those are sent by USCIS during petition adjudication.  Consular officers will 221g a case at the interview if they want/need additional information.  It is a common perception that the visa officer's decision is made before the interview --- but that is not accurate. 

 

For non-immigrant visas it may seem like that's the case, as interviews are usually very short.  But in reality, the officer has probably not even looked at the application until the applicant is at the interview window.  They start with the premise that the visa should be denied because the person is an intending immigrant, per the law, and are trained to quickly determine if the person convinces them that they will, in fact, return home.   

 

For immigrant visas, they have likely quickly reviewed the file just before the interview to see what area(s) they want/need to ask about, but a decision will not be made until those questions are answered.

Sorry I may have misunderstood I meant before the interview takes place. Anyways thanks for the clarification.

I don't think the CO will make a decision before the interview. However, while they reviewing your file before the interview begin, they might have an idea what their decision will be. For example, for high fraud country, and from the file that they have they only see you met once/married on first visit/huge age gap - Usually when it is not a custom there a young guy married a older woman (just an example) or any other red flags. They might have an idea what their decision will be during that time, however, they will ask you questions regarding that. They might/might not change their mind (the idea that they have at the beginning) based on your answer during the interview. In conclusion, they still make a final decision after having interview.

What kind of visa? If you are talking about a visitor visa -from Haiti -my belief would be yes.
