She *CANNOT* come to the US on a visitor visa with the intent that she will marry you and stay. She can come on a visitor visa, get married and then GO HOME while you apply for the CR1 spousal visa, but to enter to the US as a tourist with clear intention to stay is  visa fraud. 

It's unlikely OP wants to see her heading home if she gets to the US.  His intention is to get her to the US any way possible, and away from her family that wants her married away to another suitor. 

 

OP.. if she manages to obtain a B visa, she cannot enter the US with intent to change status.

You can change to F, you need to be clear at the PoE that is your intent.
