YMMV

But it’s normally 5 to 6 months in 2017

The timelines don't work like that.

They work on a first in, first out (expidites and RFEs are treated differently, I believe).

In May 2017 there may have been 200 cases (number totally made up) ahead of Filer A in the queue.  The time it takes to get through those was 5 to 6 months. If these numbers stayed steady then the average time would be 5-6 months.

However due to a number of factors - DACA repeal, threats of deportation, popularity of shows like 90 Day Fiance making more people aware of the process, the number of cases at the moment is more like 500 (again, totally made up) ahead of Filer B. And the time it takes to get through those 500 cases is 9-12 months.

Your case will be seen when it's seen. The best way to have an indication of when it will be approved is to fill out your timeline and look at the current statistics from VJ members - the estimates from here seem to be way more accurate than the information from USCIS (and more recent, too). Torturing yourself with thinking about how much faster previous years were does nothing

Without full context it is absolutely impossible to know.

My best guess though is that if you already got NOA1, and then you got a letter where a portion like you posted ias king for documents or compelling evidence, then it's an RFE and your case is on hold until you have responded.

But without the context of the rest of the letter... your guess is as good as the rest of ours.

Edit: If it is an RFE, then two points: 1 - You have no choice but to respond if you wish to continue with the petition.  They will not continue processing it if they don't get the response. And 2 - if you do not respond within the timeframe required (I believe it decided based on the evidence required and can be as little as 30 and as much as 90 days) then you will be deemed to have abandoned the petition and have to start over again and pay the Petition Filing Fee again.
