USC proof of citizenship - certified or no?

Quick question because my Fiancee is gonna post our packet tomorrow morning - does his proof of US Citizenship - birth certificate or passport - need to be certified?  The guide here just says "copy" so we're not sure but don't want to risk RFE... 

Copy of original certified BC or copy of passport ID page

I'm hoping so, means that he can post this all off tomorrow rather than wait for the middle of next week when he can get it certified :D 

The instructions are clear...  It does NOT say "certified" passport
