Sure. I would just suggest making sure the employer be aware of the situation and have a flexible timeline since there are so many moving parts that are not in your control.

but wouldn't you want to settle in and test the waters for couple of weeks before you apply for a job ?

 

in addition, its very hard to determine when you will get your visa .. you can only estimate ... employers would want to know your start date ...

Yes that's what I have in mind as well but I'd still like to check my eligibility and the areas I should focus on while I'm waiting for the visa so that once I'm there I don't have to start from scratch . Plus I'm probably just asking whether me applying with a foreign resume with my current contact details is the best idea to check my eligibility or whether I should  do as @pink_niru suggested and include the address I'll be living at and a google voice number? Wouldn't that be misleading? Some jobs have a pre-condition for applying stating it is only for citizens or PRs. I'm a .NET Developer(C#, ASP.Net) by profession here in Pakistan with an experience of around 3 years. I wouldn't mind if I have to make my way up from the bottom there but I am curious whether my qualifications will land me a job even if it is a junior position in the beginning.

You will have no eligibility to work until you enter the US with your immigrant visa.  Apply?  Certainly.  Eligible to actual work.  Not so much.  ;)

Facts are cheap...knowing how to use them is precious...

Yes that's what I meant to apply for a job and them judging me based on my qualifications and foreign work experience.

Sure, but they will also consider you not available to work, until you have at least entered the US with an immigrant visa.
