NVC should be fine...  As for the Embassy?  your guess as good as anybody's.  Some Embassies have more fee income than others...  no hard and fast answer, no way to predict

Yeah, I saw that too. I also researched on US embassies and how they will be affected but everything out there is very vague. This is their official word:

That’s for US embassies. Petitions are processed at USCIS. I don’t know how this will affect USCIS.

USCIS will continue with little impact...  They are capable of slowing down all by themselves without any additional external inputs
